This action figure was made of rigid plastic and was moveable at the shoulders, waist, and neck. It stood 3-3/4" tall. Accessories included the Penguin's umbrella-weapon and a yellow stand for the figure.
Mego released their Comic Action Heroes line in 1975 as a smaller, cheaper alternative to their regular 8" line of action figures. This started a trend in smaller figures that would come to dominate the latter half of the 1970's and the 1980's.
Penguin was just one of three super-villains released as part of the Comic Action Heroes line. The others were the Joker and the Green Goblin.
